Utveckling
Utvecklingen av 2K12 påbörjades efter den 18 juli 1958 på begäran av SUKP:s centralkommitté. Systemet ställdes krav på att kunna engagera flygmål som flyger i hastigheter på 420–600 m/s på höjder av 100 m till 7 km (4 mi) på avstånd upp till 20 km (12 mi), med ett enda skott dödssannolikhet på minst 0,7.
Systemdesignen var ansvaret för det nu Tikhomirov Scientific Research Institute of Instrument Design (NIIP). Förutom NIIP var flera andra designbyråer involverade i skapandet av Kub-missilsystemet inklusive den nu JSC Metrowagonmash (tidigare MMZ) som designade och producerade chassit för de självgående komponenterna. Många av designbyråerna skulle senare fortsätta att samarbeta i utvecklingen av efterföljaren till 2K12 "Guld", 9K37"Buk"
De första försöken med missilsystemet startade i slutet av 1959 för att upptäcka en rad problem:
- låg effekt för missilradarsökaren och dåligt utformad noskon,
- missil luftintag designfel,
- låg kvalitet på värmeskölden inuti efterbrännarkammaren (titan ersattes med stål).
Dessa misslyckanden resulterade i några "organisationsförändringar": I augusti 1961 ersattes Toropov av Lyapin som chefsdesigner för Vympel och i januari 1962 ersattes Tikhomirov av Figurovskiy som chefsdesigner för NIIP. Ändå intensifierades inte arbetet. Före 1963 hade endast 11 av 83 avfyrade missiler sökhuvudet installerat, endast 3 uppskjutningar var framgångsrika.
Kub störtade sitt första flygmål någonsin den 18 februari 1963 under de statliga rättegångarna vid Donguz (ryska: Донгуз) artilleriprovningsbana, Orenburg oblast. Det var en Ilyushin Il-28 bombplan.
Systemet gick in i en förlängd testperiod mellan 1959 och 1966, efter att ha övervunnit de tekniska svårigheterna med att tillverka 2K12 "Kub" togs systemet i bruk den 23 januari 1967 och började produceras samma år.
Det hävdas ibland att marinsystemet M-11 Shtorm (SA-N-3) är en version av 3M9 men så är inte fallet, eftersom M-11 Shtorm är ett separat system och, ovanligt för ryskt yta-till -luftmissiler, har ingen landbaserad variant.

2K12 "Kub" rekommenderades för moderniseringsarbete 1967 med målet att förbättra stridsegenskaper (längre räckvidd, förbättrad ECCM, tillförlitlighet och reaktionstid). En moderniserad variant testades 1972 och antogs så småningom 1973 som "Kub-M1". Systemet genomgick ytterligare en modernisering mellan 1974 och 1976, mot de allmänna stridsegenskaperna hos systemet förbättrades med "Kub-M3" clearingtestning och togs i bruk 1976.
Efter att chefsdesignern Ardalion Rastov besökte Egypten 1971 för att se Kub i drift kom han till den säkra slutsatsen för utvecklingen av en nysystemet, kallad Buk, där varje TEL ska ha sin egen brandledningradar(TELAR) och kan engagera flera mål från flera riktningar samtidigt.
Den sista stora utvecklingen av Kub-missilsystemet uppnåddes under utvecklingen av dess efterföljare, 9K37 "Buk" 1974. Även om Buk är efterföljaren till Kub beslutades det att båda systemen kunde dela viss interoperabilitet, resultatet av detta beslut var "Kub-M4"-systemet. Kub-M4 använde Kub-M3-komponenter som kunde ta emot eldledningsinformation från 9А310 transportören uppförare och radar (TELAR) på 9K37 Buk. Fördelen med interoperabilitet var en ökning av antalet eldledningskanaler och tillgängliga missiler för varje system samt ett snabbare serviceinträde för Buk-systemkomponenter. Kub-M4 togs i bruk 1978 efter att de statliga spåren slutförts.

Vissa tidiga utvecklingstolkningar av Buk-missilsystemet använde kraftigt Kub-komponenterna inklusive 3M9missil.
Det finns flera planer på att integrera en aktiv radarmissiler i Kub. Till exempel visar polska WZU i Grudziadz ett projekt av Sparrow-armed Kub på MSPO 2008 försvarsutställning i Kielce. Det rapporteras också att Vympel initierade en del arbete för att använda sin RVV-AE luft-till-luft-missil för att modernisera Kvadrat SAM-systemet.
Det tjeckiska företaget RETIA presenterade också en SURN-uppgradering (fire control radar) med en optisk kanal och nya flerfunktionsfärgskärmar samt radaruppgraderingen och IFF-systemet.
2011 presenterades en Kub-uppgraderad bärraket (med namnet "2K12 KUB CZ") med tre Aspide 2000-missiler i avfyrningskontrainer på IDET-utställningen (International Exhibition of Defense and Security Technologies) i Brno. Ändringarna gjordes av Retia.
